Will questions and answers from https://photo.stackexchange.com/ or elsewhere be migrated in?
If so what is the proposed timeline for the import?

No, not on this site (though the option remains open, if it becomes apparent that it'd be useful later on).
Have a look at the proposal for this site. The folks there opted while we were hammering out details to start with a clean slate here, perhaps importing or copying over a small number of high-quality posts from SE.
